今改めて考える表現規制と「真に有害なもの」

普段から自分は有害図書や、危険な情報といった雰囲気でいろいろさせてもらっているが、世の中にはそうした冗談を冗談と判断できない人もいます。

なんの根拠も無い、手前勝手の感情論、それどころか趣味趣向レベルの判断で、他人の表現物に「善し悪し」の烙印をし、その価値観を他人に押しつけて、それを善行したとか、正義断行したとのたまう人が、少なからずいるのです。

過激な表現規制など、現場を見ないデタラメな規制、こうした「当たり前の自由」を無くそうとする動きが大きく問題になっているのはご存じの通り。

別に火の粉が自分に降り注ぐだけなら良いのですが、それが多くの表現者や研究者、未来の天才の芽を潰すことになってはいかんと・・・これはマジで思うところです。

今回は、危険性、露悪性を売りにしてきた自分だからこそ、ややもすれば矢面に立たされる立場であるからこそ「アリエナイ理科ノ大事典 改訂版」に載せたあとがきを、ここに全文掲載します。

「真に有害なものとは？」を考えるきっかけにしていただければ幸いです。

本書は改訂版である。改訂版なので誌面を一部改訂して、せっかくなので前より豪華に、前より誤植も減らし、前より少しでも良くしたつもりである。

本来ならば改訂版なんか出さず、次を出すべきなのでしょう。しかし時代はそうもいかないどころか、どんどんと不気味な影が実態を帯びてきて、やむを得ず改訂版の刊行となりました。

本書は幾度となく「有害図書指定」を受けてきたシリーズの本です。

有害図書というのは、言わば表現規制の一つの形であります。本書を締め括る最後として、この「表現規制」について意見を述べさせていただこうと思う。自分は最も不謹慎な理系書の著者であり、そしてイカれちぎったこの本の著者の代表であることは十分承知している。

一方で、教育の現場でも仕事をさせていただいているし、このネット社会もそれなりに俯瞰で見てきました。それなりに表現規制と、それを執り行う連中がどういった人物なのかも調べたりもしてきました。

その上で、である。
どうせ彼らは後書きなんか読んでいないし、そもそも本文さえも見ていない。

ボクは普段は常に戯けて楽しく…そうあろうとお面を被って暮らしています。本音はあんまり言いません。

だって異端なのは、自分自身がよく分かっているから。
だからだから、みんなが喜ぶマッドで何も考えてない狂犬のようなキャラクターを演じているのです。
それに見合った仕事もいただいております。ありがたいことです。
こんな異端の変わり者を社会に置いてくれてありがとう。本当に感謝しています。

そういうわけでボクはこれからもお面を被って生きるのデス。

せっかくの後書きですから。

“有害”とは何か？

兵器の作り方や毒の製法などが載っている？
そんなものただの科学の見せ方を変えただけに過ぎません。
森羅万象はそもそも科学という地平ですべてつながっているのです。
花火を人に向けると危ない、包丁でお腹を刺せば人は死ぬ。その程度の話である。

言い訳がましいって思いますか？

それでも本書はシリーズを通して、「明白かつ現在の危険」を排除してきました。

「どうして有害図書指定になったのですか？　議事録を公開して下さい」と請求したら、「議事録を取っていない」と平然と対応されたこともあります。
行政の中で「雰囲気」だけで表現規制を行っている自称“正義の役人”には、基本原則さえ理解できていないだろうから、改めて説明しておこう。

表現の自由の内容規制に対して、アメリカをはじめEU諸国でも、もちろん日本でも広く知られた違憲審査基準の1つで、
その内容が速やかに危険かつ、より大きな問題を起こす可能性がある…
誰がみても明らかなものにのみ特例的に「いい加減にしろ」と鉄槌を下すという考え。
大体適当だが、このくらいでいいだろう。
YouTubeやTwitterなどのSNSでも、この基準でコンテンツの妥当性を判断しています。

本書でたとえるならば、ドラッグストアで売っているコレとコレを混ぜて××のソレを指せば即席爆弾になるヨ！
××の××の最中は警備がザルなので、××を狙ってテロをすれば絶対楽しいゼ!!!…的な話でしょうか？

もちろん本書にそんな記事は載せてない。
そもそも爆弾に関しては、化学の教科書にも載っている基本的な合成法さえ避けて、いいとこ原子爆弾の仕組みくらい。
これで原爆が作れるヤツがいたらそれはすごいが、これを冗談と思えないような知性の人間が「危険な表現だ」なんて思ってるなら、噴飯どころか脱腸ものである。

それでも本書が「明白かつ現在の危険」の範疇だというのであれば、まずは「もっと明白かつ現在の危険」を排除してからにしていただきたい。

いまだ書店には、「添加物は悪、食べればガンになる」などと煽る本がのさばっています。
食品安全のための多くの努力、多くの実験（犠牲になった動物たち）と研究、研鑽された学問…これらを真っ向から否定し、この世界に混乱しかもたらさない、まるで暴動活動のような本。

本当に食品添加物に毒性があるというのなら、まずご自身がその根拠を示す論文を出し、世界中の研究者を納得させるべきだが彼らはしない。
根拠も無いしただの感情論…それどころか人の感情を利用した確信犯だから。
これは「明白かつ現在の危険」じゃないでしょうか？

ガンの初期ステージを見過ごす療法を是とし、あまつさえそれを自らの診断として多くの命を奪ってきた本は、「明白かつ現在の危険」ではないのでしょうか？
一部のイカれたエゴで理論をねじ曲げ、科学を否定するトンデモな自称正義の味方によって治療が遅れ、手遅れとなっってしまった人が既に何人もいる。
これは「明白かつ現在の危険」じゃないのでしょうか？

困窮した暮らしから脱したいが、何をしたらよいのか分からない人を徹底的に食い物にする「情報商材」。
そんな連中のハクを付けるために書かれた、何の中身も無いキャリアポルノ。
「この世界は汚れている」と入信を進め、全財産の寄付を強要する新興宗教の教義を説き、迷える人から奪えるだけ奪おうとする本…なんてのもごまんとある。

こいつらが消えるなら、自分は喜んで「有害図書」の烙印を受けましょう。

でも自分はこうした「ゴミみたいな本」でさえ、法規制すべきではないと考えます。

人は人に自分の思うことを伝える権利があるからです。
　
人は人に自分の表現を自由に伝える権利があるからです。

それを取捨選択し、選んで判断するのもまた人だからです。

この話を深める前に、話を一端吹っ飛ばします。

日本でマンガがこれほど栄え、ビデオゲームが愛され、そして世界で評価されているのはどうしてでしょうか？

日本のアニメやマンガが「お手本」となり、今や世界中で多くの作品が生み出されていますが、ことマンガに関してはやはり日本の作品には一日の長があります。
それを生み出す、それを支えている文化こそ、その文化の根元にあるのは疑いようがありません。
コミックマーケットには50万人以上がたった数日に集い、そこで一次創作・二次創作・論評…、すべてがカオスに入り混じります。
そこは著作権などをあえて緩く取り扱うことで、エロやグロといったものもすべて包括的に土壌として保水する、豊かな土壌です。

「混沌」という言葉が最適なその土壌からは、日夜突然変異としか思えない度肝を抜く作品が生まれてきます。
キレイとタダシイだけの世界からは絶対に生まれようのない、イビツだけどメッチャオモシロイ。
すべての名作はそうした土壌から誕生しています。

例えば、映画大国アメリカ。ハリウッド映画は、世界屈指の予算と世界屈指のエンターテイメントです。
この映画という文化も、アメリカにしては意外なくらいの版権意識の緩さと、何でもあり…バカ・アホ・グロ・エロにまでどこの誰だか分からない金持ちが、金を出して作らせています。
クソみたいなB級映画が無限に生産されるのは、そんな混沌の土壌があるからこそではないでしょうか？
レンタル店に並ぶ怪しいパチモノ映画やエロパロ作品…本当にエンタメとしても出来損ないで、お世辞にも面白いとは言えないああいう映画は、日本ではあまり生まれません。
映画の土壌はあまり豊かではないからでしょう。

自分がイヤだと思うものは、他人もイヤだと思っている。

この小さな考えは、小さな火の粉です。

特にエロコンテンツは、その誹りを多く受けています。

エッチなものを悪として葬る活動は一見、正義に見えます。

仮にその活動が実を結びエッチなコンテンツが消えたら、次は間違いなく暴力表現がターゲットになり、魔女狩りの火は絶対に消えません。
エッチなものはいけないと思うけど、クールなお耽美殺し合いはカッコイイからいいじゃん…と思っても、エッチなものはいいけどクールなお耽美殺し合いは暴力を助長するから消すべき…と思っている人が、今度は自分の顔を消しに来るのです。

みんながみんなお互いの顔が気に入らないと、ケシゴムで消し合うのです。
そして世界はのっぺらぼうの世界になるではないですか。

これは行き過ぎた考えでしょうか？　極論でしょうか？

表現規制とはこれほどまでに重いのです。
日本はほぼほぼ何でも自由なので、普段はその自由さを実感することはあまりないのですが、海外旅行をするとどれほど恵まれているのかをイヤというほど思い知らされます。
だからこそこの国の「自由」は、本当に尊いのです。

そして今、この「自由」を当たり前だと思っている愚か者が、自らの小さな利権・見栄・プライドのために戦火に手をかけているではありませんか。
戦火は自由とは逆に1度火がつけば燃え広がりやすく、自由は失われやすいのです。
そしてその戦火は着々と表現を蝕んでいます。

再度言いましょう。
文化とは清濁併せ持ち、その中でいろいろわけ分かんないものが生まれ消えていくものです。その中の成功やキラキラしたものだけが本体では決してないのです。

わたしとあなたは違う。
それを強要するかどうかで、この混沌の土壌はいとも簡単に死ぬのです。

この重さを考えた上で「否定」を断行する重さを知るべきです。
全員を納得させられるだけの資料と根拠も提示せず、「気に入らないからお前は消えろ」と、これを権力のチカラでゴリ押しすること。

ボクはこれほどの「明白かつ現在の危険」を知りません。

This book is a revised edition. As such, some of the content has been updated. I figured that while I was at it, I might as well make it more lavish, reduce the typos, and improve upon the previous version however I could.

In a normal world, I probably shouldn’t be releasing a revised edition at all, but rather the next installment. However, the times we live in won’t allow that. On the contrary, an eerie shadow has steadily begun to take a tangible form, leaving me with no choice but to publish this revision.

This book is part of a series that has been repeatedly designated as a “harmful publication.”

This “harmful publication” label is, in essence, a form of expression regulation—censorship. To bring this book to a close, I would like to share my thoughts on this “regulation of expression.” I am well aware that I am the author of the most inappropriate science books out there, and the representative author of this utterly deranged volume.

At the same time, I also work in the field of education, and I’ve observed this internet society from a somewhat bird’s-eye view. I’ve also done my fair share of research into censorship and the kind of people who enforce it.

Keeping all that in mind, here is what I have to say.

They aren’t reading this afterword anyway. They haven’t even looked at the main text.

I usually live my life wearing a mask, acting goofy and having fun… or at least trying to appear that way. I rarely speak my true feelings. Because I know better than anyone else that I am a heretic.
That is precisely why I play the character of a mad, mindless, rabid dog that everyone enjoys. I am given work that suits that persona, and I am grateful for it. Thank you for letting a bizarre heretic like me exist in society. I truly appreciate it.

What does it mean to be “harmful”?
That it contains instructions on how to make weapons or synthesize poisons?
That is simply a matter of changing how science is presented.
All things in nature are intrinsically connected on the horizon of science.
Point a firework at someone and it’s dangerous; stab someone in the stomach with a kitchen knife and they die. It’s on that level.

Do you think I’m just making excuses?
Even so, throughout this entire series, this book has rigorously eliminated any “clear and present danger.”

When I once demanded, “Why was this designated as a harmful publication? Please release the meeting minutes,” I was met with the nonchalant reply, “We didn’t keep minutes.”
The self-proclaimed “officials of justice” who regulate expression based purely on the “vibe” within the administration probably don’t even understand the basic principles, so let me explain it to them once more.

Regarding content-based regulation of free speech, there is a widely known standard of constitutional review in the US, EU countries, and, of course, Japan.
It is the idea that the hammer should be brought down—saying “enough is enough”—only as an exception, when the content poses an immediate danger and has the potential to cause much larger problems… something obvious to anyone.
That’s a rough summary, but it’s good enough.

Even social media platforms like YouTube and Twitter use this standard to judge the validity of content.
If we were to apply this to my book, it would be something like:
“Mix this and this from the drugstore, point it at that ××, and you’ve got an improvised bomb! Security is completely lax during ×× at ××, so doing a terrorist attack aiming at ×× would be absolutely hilarious!!!”… something like that, perhaps?
Naturally, no such article exists in this book.

When it comes to bombs, I’ve even avoided basic synthesis methods found in standard chemistry textbooks, limiting it to, at most, the mechanism of an atomic bomb.
If someone can actually build an A-bomb from that, that would be genuinely impressive. But if people with a level of intellect that prevents them from recognizing this as a joke are thinking, “This is dangerous expression,” it’s not just laughable—it’s enough to give you a hernia.

Even so, if they insist that this book falls into the category of a “clear and present danger,” I would ask them to eliminate the “much more clear and present dangers” first.

Bookstores are still crawling with books fearmongering with claims like, “Additives are evil; eat them and you’ll get cancer.”
These are books that outright deny the immense efforts for food safety, the countless experiments (and the animals sacrificed for them), the research, and the rigorously refined academic disciplines… bringing nothing but chaos to the world. They are practically acts of riot.
If food additives are truly toxic, they should first publish a paper showing the evidence and convince researchers worldwide, but they don’t.
There’s no evidence, just emotional arguments… Worse yet, they are premeditated scams exploiting people’s emotions.
Isn’t this a “clear and present danger”?

What about books that endorse therapies that let early-stage cancer go untreated, and even present these as self-diagnoses, resulting in the loss of many lives? Isn’t that a “clear and present danger”?

There are already numerous people whose treatments were delayed—until it was too late—because of unscientific, self-proclaimed “allies of justice” who twist theories out of deranged ego and deny science.
Isn’t this a “clear and present danger”?

Or the “information products” that ruthlessly prey on people desperate to escape poverty but unsure of what to do.
Or the empty “career porn” books written solely to give those grifters a veneer of credibility.
And there are countless books preaching the doctrines of new religions, urging people to join by claiming “this world is tainted,” forcing them to donate all their assets, and trying to rob lost souls of everything they have.

If those things were wiped out, I would gladly accept the brand of “harmful publication.”
But I believe that even these “trash books” shouldn’t be legally regulated.
Because humans have the right to communicate what they think to other humans.
Humans have the right to freely convey their expressions to others.
And because it is also up to humans to sift through, select, and judge them.

Before we go deeper into this, let’s switch gears for a moment.
Why is it that manga has flourished so much in Japan, video games are so beloved, and they are so highly acclaimed globally?

Japanese anime and manga have become the “model,” and many works are now being produced worldwide, but when it comes to manga, Japanese works still hold a distinct advantage.
There is no doubt that the culture that creates and supports this lies at the very root of it.

At Comic Market, over half a million people gather in just a few days, and there, original works, fan fiction, critiques… everything mixes together in pure chaos.
By intentionally handling copyright loosely, it becomes a rich soil that comprehensively retains water—absorbing everything, including the erotic and the grotesque.
From this soil—for which the word “chaos” is perfectly suited—mind-blowing works that can only be described as mutations are born day and night.
Distorted, but incredibly fascinating works that could never possibly be born from a world that is only “clean” and “correct.”
All masterpieces are born from such soil.

Take, for example, the movie powerhouse, America. Hollywood films boast the world’s highest budgets and world-class entertainment.
This culture of cinema, too, has surprisingly loose copyright awareness for America, and an “anything goes” mentality… where unknown rich people throw money at everything from the absurd and idiotic to the grotesque and erotic.
The reason endless amounts of garbage B-movies are produced is precisely because of that chaotic soil, isn’t it?
The sketchy knock-off movies and erotic parodies lining rental store shelves… those movies, which are true failures as entertainment and cannot be called interesting even out of politeness, are rarely produced in Japan.
That is likely because the soil for movies here is not very rich.

“What I find offensive, others must find offensive too.”
This small thought is a tiny spark.
It’s still okay.

“Communicating what you find offensive to others.”
Still okay. In fact, that too should be a freedom.

However, when it turns into this, it becomes a full-blown conflagration:
“Because I find it offensive, it is justified to take it from the other person and erase it.”

Fire breeds fire.
“You and I are different.”
Hasn’t humanity been slaughtering each other over this for thousands of years?

Everyone has diverse thoughts, diverse sexualities, diverse values.
The moment you connect this to the idea of “I don’t understand it, therefore I will kill it,” an atmosphere identical to the medieval witch hunts is born.

Erotic content, in particular, receives much of this slander.
Campaigns to bury erotic things as “evil” look like justice at first glance.
But suppose those campaigns succeed and erotic content disappears—next, violent expression will undoubtedly become the target, and the fires of the witch hunt will absolutely never go out.

You might think, “Erotica is bad, but cool, aesthetic killings are awesome, so they’re fine.” But the person who thinks, “Erotica is fine, but cool, aesthetic killings promote violence and should be erased,” will be the next one coming to erase your face.
If everyone takes an eraser to each other’s faces just because they don’t like them, won’t the world become a world of faceless blanks?

Is this taking things too far? Is it an extreme argument?
This is exactly how heavy the regulation of expression truly is.

Japan is free in almost every way, so we rarely realize that freedom in our daily lives. But when you travel abroad, you are painfully reminded of just how blessed we are.
That is exactly why the “freedom” in this country is truly precious.

And right now, aren’t the fools who take this “freedom” for granted stoking the flames of war for the sake of their own petty vested interests, vanity, and pride?
Unlike freedom, the flames of war spread easily once ignited, and freedom is easily lost.
And those flames are steadily eroding our expression.

Let me say it again.
Culture encompasses both the pure and the impure; within it, all sorts of incomprehensible things are born and die. The successful and sparkling things within it are by no means the entirety of it.

“You and I are different.”
Depending on whether we force that difference on others, this chaotic soil can die incredibly easily.
People must understand the gravity of forcefully enacting “denial” after considering this weight.

To push forward with the power of authority, saying, “I don’t like you, so disappear,” without presenting data and evidence sufficient to convince everyone.
I know of no “clear and present danger” greater than this.
